Luz Para Todos Program: right of access to electricity for all Brazilians
Access to electricity is still a major problem in some regions of the country, and the Luz Para Todos Program is here to change that.
Announcements
This initiative has been running since 2003, and is based on IBGE data to identify regions that do not have an adequate supply of electricity.
Since the inauguration, many regions have been served, but currently, we still have cities in the north and northeast regions and in the state of Amazonas that suffer from a lack of supply.

Learn about the Light for All Program
Electricity is an extremely important resource for the modern lifestyle, so access to supply represents a basic right.
However, it is not uncommon to find cities, especially in inland or remote regions, that do not have energy supply from any source.
This is especially true in regions of the Legal Amazon and rural areas, where it is still uncommon to find energy suppliers.
Part of the reason for this absence is that these are regions with greater concern for environmental preservation.
But, thinking about solving the problem without causing another, the Luz Para Todos Program works with access to electricity through renewable and clean sources.
This means that the program establishes strategies and directs budget towards the installation and operation of supply sources that respect the local environment.
Thus, electricity is reaching all parts of Brazil, which promotes democratization, equality, respect for local cultures, in addition to encouraging the use of clean and renewable energy.
Light for All x Social Electricity Tariff: what's the difference?
When talking about the Luz Para Todos Program, many doubts arise, and one of them is related to the Social Electricity Tariff, another Federal Government program that is currently in force.
After all, what are the differences between the two programs? Is it possible to participate in both?
The main difference between the programs is the main objective of each of them: while Luz Para Todos aims to provide energy sources, the Social Electricity Tariff helps families pay for this service.
This is because there is no point in providing it if the family does not have the resources to pay for the service, so the programs work together to provide access to this right.
This means that yes, it is possible to be a beneficiary of both programs at the same time.
Thus, inclusion in the Social Tariff occurs after the start of the supply of electricity, for families that are entitled.
Who is eligible for the program?
Now that you know the differences between Luz Para Todas and the Social Electricity Tariff, we can go back to discussing the first program.
We will now see who is entitled to this benefit:
Families, collective spaces, local socioeconomic support and development facilities and other consumer units are entitled to Luz Para Todos:
- Located in rural areas;
- Located in remote areas of the Legal Amazon, which do not have access to public electricity supply;
- Located in remote areas of the Legal Amazon, which are not served by electricity supply services from renewable sources.
So, as we can see, families, institutions and organizations located in the regions served by the program, which do not yet have access to electricity from renewable sources, are entitled to this.
It is worth mentioning that the program is expected to operate until 2026 for the rural population, and 2028 for the population in remote areas of the Legal Amazon.
In addition, there is priority service, and you can check the rules on the Program page, at gov.br.
